For the shortest kid in the Hogwarts costume crew, there's no better costume than Dobby the House Elf. Costume includes a fleece cap with big floppy ears, a long nose, and stitched-on felt eyes; a dishtowel tunic; one large adult sock to fit over a small foot; and a fleece trick-or-treat bag sewn to look like a sock.
